<p class="isSelectedEnd">One of the highlights of our trip to Cabbage Key is a stop at Boca Grande Pass, one of the deepest natural passes in Florida and one of the most famous tarpon fishing destinations in the world.</p>
<p class="isSelectedEnd">We spent about an hour drifting near the pass, watching giant tarpon rolling and &#8220;dancing&#8221; in the water. These powerful fish, often called the Silver King, attract anglers from around the globe and have helped make Boca Grande internationally famous.</p>
<p class="isSelectedEnd">While exploring the island, we also discovered displays celebrating Boca Grande&#8217;s rich fishing heritage. Historic tarpon tournament memorabilia, maritime artifacts, and stories from past generations remind visitors how closely the island&#8217;s history is connected to the waters of Boca Grande Pass.</p>

<p class="isSelectedEnd">From the pass, we cruised to the southern tip of Gasparilla Island, where the historic Port Boca Grande Lighthouse stands overlooking the entrance to Charlotte Harbor.</p>
<p class="isSelectedEnd">Built in 1890, the lighthouse guided ships safely through Boca Grande Pass long before GPS and modern navigation systems existed. For more than a century, it has remained one of the most recognizable landmarks on Florida&#8217;s Gulf Coast.</p>
<p class="isSelectedEnd">After arriving, we cooled off with a refreshing swim in the crystal-clear Gulf waters before heading ashore to continue our adventure.</p>

<h2>Exploring Gasparilla Island by Bicycle</h2>

<p class="isSelectedEnd">One of the best ways to experience Boca Grande is by bicycle. After landing on the island, we hopped on bikes and explored the charming streets, historic homes, beautiful beaches, and unique atmosphere that make Gasparilla Island such a special destination.</p>
<p class="isSelectedEnd">The island itself is named after the legendary pirate José Gaspar, known locally as Gasparilla. Although historians debate whether the pirate actually existed, his legend remains deeply rooted in Southwest Florida folklore and continues to be part of the island&#8217;s identity today.</p>

<p class="isSelectedEnd">Our ride eventually brought us to the Gasparilla Island Rear Range Light, one of the most unique lighthouses in Florida.</p>
<p class="isSelectedEnd">The tower itself was originally built in Delaware in 1881 before being relocated to Gasparilla Island in 1927. It later became part of a navigation system that helped guide vessels safely through Boca Grande Pass and into Charlotte Harbor.</p>
<p class="isSelectedEnd">Today, the restored lighthouse stands as one of the most photographed landmarks in Southwest Florida. Capturing it from the air with a drone during sunset provided some of the most spectacular views of the entire trip.</p>

<p class="isSelectedEnd">After our bike ride, we stopped for lunch at South Beach Bar &amp; Grille, one of Boca Grande&#8217;s most popular waterfront restaurants.</p>
<p class="isSelectedEnd">Located directly on the Gulf of Mexico, the restaurant offers beautiful beachfront views, fresh seafood, and a relaxed island atmosphere. Sitting by the water while enjoying lunch was the perfect break before continuing our exploration of the island.</p>
<p class="isSelectedEnd">The panoramic Gulf views alone make this stop worth the visit.</p>

<p class="isSelectedEnd">Our journey then continued through the heart of Boca Grande and eventually brought us to historic Whidden&#8217;s Marina.</p>
<p class="isSelectedEnd">Established in 1926, Whidden&#8217;s is the oldest marina on Gasparilla Island and one of the few remaining family-owned marinas in Florida. For generations, boaters, fishermen, and visitors have used this marina as a gateway to the waters of Charlotte Harbor and the Gulf of Mexico.</p>
<p class="isSelectedEnd">Walking through the marina is like stepping back into old Florida, where boating traditions and island history remain alive.</p>

<p class="isSelectedEnd">The weathered wooden buildings, worn docks, and historic marina store tell stories of a different era, long before modern resorts and luxury developments transformed much of Florida&#8217;s coastline. Here, the spirit of old Boca Grande still survives. Every weathered board, faded sign, and fishing artifact seems to have a story to tell.</p>
<p class="isSelectedEnd">As we explored the marina grounds, it was easy to imagine the generations of tarpon fishermen who once prepared their boats here before heading out into Boca Grande Pass in search of the legendary Silver King. During the early days of Boca Grande&#8217;s fame, anglers from around the world traveled here to experience one of the finest tarpon fisheries on the planet, and Whidden&#8217;s Marina was often at the center of those adventures.</p>

Its rustic appearance reflects decades of exposure to salt air, tropical storms, and Florida sunshine. Rather than replacing the old structures, the marina has preserved them, allowing visitors to experience a rare glimpse of authentic coastal Florida history.</p>
<p class="isSelectedEnd">Standing at the waterfront, looking out across the harbor, I couldn&#8217;t help but think about how much has changed over the past century. Yet Whidden&#8217;s Marina continues to serve the same purpose it has since 1926—welcoming boaters, fishermen, travelers, and explorers who come to discover the beauty of Boca Grande and Gasparilla Island.</p>
<p>For anyone interested in Florida&#8217;s maritime heritage, Whidden&#8217;s Marina is much more than a marina. It is a living museum, preserving the stories, traditions, and character of one of Southwest Florida&#8217;s most historic waterfront communities.</p>

Located deep within the island&#8217;s interior and accessible by trail from the ranger station, the cemetery contains graves dating back to the island&#8217;s early settlement era. Surrounded by native palms, oaks, and tropical vegetation, it serves as a reminder of the pioneers, fishermen, and families who lived and worked along Florida&#8217;s Gulf Coast. Today, visitors can experience this hidden piece of Southwest Florida history while exploring the natural beauty of Cayo Costa State Park.</figcaption></figure>
<p>There are two cemeteries located within the grounds of Cayo Costa State Park. First, we will briefly describe them, and then we will recount the full history of the Padilla Cemetery—everything I was able to uncover during the course of my research. <p><strong>Pioneer Cemetery</strong> is generally described as the <strong>broader community burial ground</strong> tied to the old fishing village / pioneer settlement on Cayo Costa, while <strong>Padilla Cemetery</strong> is described as the <strong>specific Padilla family cemetery</strong> on the island’s northeast end.</p>

<p><!-- wp:paragraph -->There is a wrinkle, though: some sources blur the line. Find a Grave says <strong>Cayo Costa Pioneer Cemetery began as a resting place for members of the Padilla family</strong>, which suggests overlap in origin. But Florida State Parks separately describes <strong>the Padilla family cemetery</strong> as the place where “Pappy” Padilla and his wife were buried, and where some 1910 hurricane victims may also be buried.</p>

<p>I’m doing a second pass on the people, the Padilla family connection, and the hurricane-era burial story, and I’ll separate what is well documented from what is tradition or inference.</p>
<p><!-- /wp:paragraph --></p>
<p><!-- wp:paragraph -->The cemetery is tied to the <strong>Padilla settlement on Cayo Costa</strong>, especially to <strong>Toribio / Tariva / Tervio Padilla</strong>, often called <strong>“Captain Pappy.”</strong> Florida State Parks says Tariva “Captain Pappy” Padilla founded a small fishing rancho on the north end of Cayo Costa shortly before the Civil War, and that the Padilla family lived there as part of a self-sustaining fishing community connected to Cuba.</p>
<p><!-- /wp:paragraph --></p>
<p><!-- wp:paragraph -->A University of Florida / Randell Research Center history gives the clearest biographical detail I found: <strong>Toribio “Tariva” Padilla (1832–1910)</strong> was born in the Canary Islands, immigrated to the Florida Keys, became a U.S. citizen in 1862, and married <strong>Lainey/Juanita Perez</strong> in Key West in 1867. That source also places him firmly in the rancho economy of southwest Florida, where fish were caught and processed for the Cuban market.</p>
<p><!-- /wp:paragraph --></p>
<p><!-- wp:paragraph -->Florida State Parks also states that <strong>an estimated 30 Cuban fishermen who died in a 1910 hurricane may be buried at the cemetery site</strong>, though much of the area has since eroded into the bay. That is the most authoritative public statement I found on the “mass burial” part of the story.</p>
<p><!-- /wp:paragraph --></p>
<p><!-- wp:paragraph -->The 1910 hurricane itself is real and well documented. NOAA’s hurricane archive identifies the major October 1910 storm that crossed Cuba and struck southwest Florida near <strong>Cape Romano</strong>, and regional historical accounts say Cuban fishing vessels had sheltered along the harbor side of Cayo Costa as the storm approached Charlotte Harbor.</p>

Florida State Parks says that by the early 1900s, about 20 fishing families lived on the island, along with a school, post office, and grocery store. <p>One reason Pioneer Cemetery is so historically interesting is its connection to the Padilla family, one of the best-known early families on Cayo Costa. Find a Grave says the cemetery began as a final resting place for Padilla family members. The Florida Museum’s Randell Research Center also identifies Toribio “Tariva” Padilla, often known as Captain Pappy, as a major figure in Cayo Costa’s history. That source says he was born in 1832, became a U.S. citizen in 1862, and became part of the Gulf rancho world that shaped island life in the second half of the nineteenth century.</p>

<p>Part of what makes Pioneer Cemetery feel so haunting today is that time has not left it untouched. Like much of Cayo Costa, the area has been shaped by storms, erosion, and shifting shorelines. Florida State Parks says an estimated 30 Cuban fishermen who died during the 1910 hurricane may also be buried at the site, although much of the area has eroded into the bay.</p>

<p>When I first began navigating boats around <strong>Venice</strong>, <strong>Lemon Bay</strong>, and <strong>Gasparilla Sound</strong>, I kept asking myself the same question:<br /><em>Why are some places so narrow between the ICW markers, while right next to them the water is wide, flat, and extremely shallow?</em></p>
<p>At first it didn’t make sense. The channel felt like a thin ribbon running through a giant water world of sandbars, grass flats, and open bays. I learned quickly to respect the markers—one step outside, and you were in ankle-deep water.</p>
<p>One day I met several older local boaters and fishermen, the kind of people who spent their whole lives on these waters. They smiled when I asked why the ICW felt so tight and unnatural in some places.<br />Their answer opened a window into the history of this coastline—an entire era of waterway construction, dredging, changes in geography, and a time before the modern Intracoastal Waterway even existed.</p>

<h2 class="wp-block-heading"><strong>Before the ICW: A Wild and Shallow Coastline</strong></h2>
<p>Long before the channel between Venice and Placida was dredged, this coastline was a maze:</p>

<p>This was Old Florida—beautiful, unpredictable, and ruled by tides and wind. Locals navigated it using memory, landmarks, and trial-and-error. One fisherman told me that, before dredging, <strong>Lemon Bay was so shallow you could walk across parts of it at low tide</strong>.</p>
<p>For decades, different bays and sounds were separated by natural shallows. You couldn’t run straight through from Venice to Placida the way you can today.</p>

<h2 class="wp-block-heading"><strong>The Dream of a Continuous Waterway</strong></h2>
<p>In the early 1900s, the idea of a protected inland route along the Gulf Coast began to grow. Boats needed a safe way to travel without going into the open Gulf, especially during winter storms. Coastal communities also needed a better way to move goods, fish, and supplies.</p>

<p>By the mid-20th century, the federal government finally committed to the project. In the <strong>1960s</strong>, the U.S. Army Corps of Engineers began a major effort to connect the natural waterways into a single navigable channel.</p>
<p>The project was authorized under a series of federal laws, including the Rivers and Harbors Act of 1945 and subsequent amendments. These directed the U.S. Army Corps of Engineers (USACE) to build and maintain some 160 miles of waterway, including this stretch, to a navigable depth of 9 feet (plus some over-depth allowance) for safe navigation.</p>
<p>For our region, the transformation began around <strong>1960</strong>.</p>

<h2 class="wp-block-heading"><strong>1960s: The Digging of the Venice–Placida ICW Route</strong></h2>
<p>What we now see as a continuous water highway was once a patchwork of shallow wetlands. Construction teams dredged through parts of <strong>Lemon Bay</strong>, opened narrow connections, and carved a deeper channel linking:</p>

<p>By <strong>1965–1967</strong>, the inland route was finally connected. The ICW markers we know today were added to guide boaters safely through the new channel.</p>
<p>The natural bays remained wide and shallow, but the ICW became the “spine” of safe navigation. That’s why today the markers sit in narrow lines—even in huge open water—because the depth is man-made, not natural.</p>

<h2 class="wp-block-heading"><strong>Why the Water Still Looks the Way It Does Today</strong></h2>

<p>Even though the ICW exists, the surrounding areas did not change much. The natural geography is still:</p>

<li>broad shallow flats</li>
<li>grass beds</li>
<li>oyster bars</li>
<li>mangrove shorelines</li>
<li>shifting sand from storms and tidal flow</li>
</ul>
</li>
</ul>
<p>That’s why the ICW feels “tight”—the dredged channel cuts through a massive shallow estuary. One mistake outside the markers and you find the bottom fast.</p>
<p>Locals explained to me that some of the <strong>old natural channels</strong> disappeared after dredging changed water movement. Some new bars formed. A few small islands slowly eroded away. Storms like Donna and later Charley also reshaped the coast, reopening some places and closing others.</p>

<h2 class="wp-block-heading"><strong>From Commercial Route to Recreational Paradise</strong></h2>
<p>Originally the ICW here was built for commercial boats and working fishermen. Today, it’s mostly used for:</p>

<p>The “working waterway” became a playground and a scenic route for anyone who loves the water.</p>
<p>But the ICW still needs maintenance. Shoaling continues to creep in, especially near Venice and Stump Pass. Dredging projects—most recently in 2019—keep the waterway safe.</p>

<h2 class="wp-block-heading"><strong>A Living Waterway with a Living Memory</strong></h2>
<p>Every time I take a boat from Venice down through Lemon Bay and into Gasparilla Sound, I remember the stories from the old captains. I picture how this place looked before the ICW—wild, unpredictable, and shaped only by nature.</p>

<p>The waterway we enjoy today is a combination of:</p>

<li>and decades of change</li>
</ul>

</ul>
<p>For me, knowing this history makes the ride richer. When you follow that narrow line of ICW markers between miles of shallow water, you’re traveling through both nature and history at the same time.</p>
<h2 class="wp-block-heading"><strong>Conclusion</strong></h2>
<p>Today, when you travel through the ICW between Venice and Placida, it’s easy to forget how difficult this coastline once was to navigate.</p>

<p>When I first started boating here, I realized how easy it is to get into trouble if you don’t know the area. The bays are wide and beautiful, but very shallow. The ICW changes everything. As long as you follow the markers, you’re safe—even if it’s your first time on these waters. And at night, those illuminated markers guide you through places you could never cross in the dark without them. The ICW truly makes exploring this coastline possible for everyone.</p>

Official information about this particular area is limited—perhaps intentionally—to protect what some locals refer to as one of Florida’s great maritime mysteries, hidden from the public for nearly two centuries.</p>

Its hard, armor-like surface could cause serious damage to any vessel that might strike it at high speed.</p>
<p data-start="944" data-end="1218">I can’t speak publicly yet about the <strong data-start="981" data-end="1021">Historical Secret of Cape Haze Sound</strong>, but one day, I believe the truth will make headlines. Until then, I always advise my guests: <strong data-start="1116" data-end="1216">stay cautious, respect navigational rules, and protect both yourself and the waters you explore.</strong></p>

If you see an <strong>“Idle Speed – No Wake”</strong> sign, that means operating at the absolute minimum speed necessary to maintain steerage.</p>
<p>So, the next time you’re exploring Cape Haze by boat and find yourself going 5 mph, remember—it’s not just a rule, it’s <strong>a way to protect Florida’s natural beauty and keep everyone safe on the water.</strong></p>

<p><span data-contrast="auto">Milton Pass was created </span><span data-contrast="auto">by Hurricane Milton on October 9-10, 2024, cutting a channel through the barrier island at the south end of Manasota Key and divided into two parts of Stump Pass Beach State Park.</span></p>

<p><span data-contrast="auto">The new pass crosses Stump Pass Beach State Park, connecting the Gulf of Mexico and Lemon Bay, after Hurricane Milton struck the southwest coast of Florida on October 9-10.</span><span data-ccp-props="{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;335559738&quot;:240,&quot;335559739&quot;:240}"> </span></p>
<p><strong><em>County consultants believe the pass should not remain. </em></strong></p>
<p data-start="232" data-end="570">After reviewing the recommendations presented by the county consultants, <strong>I must respectfully disagree with their position on the proposed closure of Milton Pass.</strong> The consultants’ findings appear to lack sufficient field-based data and do not adequately account for the local hydrodynamic and ecological conditions observed in this area.</p>
<p data-start="572" data-end="915">Based on my extensive experience operating in these coastal waters, Milton Pass plays a significant role in maintaining natural water circulation and supporting healthy estuarine habitats. Restricting or closing the pass could lead to reduced water exchange, sediment buildup, and potential negative impacts on marine life and water quality.</p>
<p data-start="917" data-end="1177">I strongly recommend that any management decisions be based on comprehensive environmental assessments that incorporate on-site data, long-term tidal studies, and consultation with local professionals who have direct operational knowledge of these waterways.</p>

<p><span data-contrast="auto">I have not been able to find the names of the so-called “county consultants” or any educational credentials supporting their recommendations. Closing Milton Pass, in my opinion, would be a serious mistake. It would do little to protect our environment and would not significantly affect the natural tidal flow in our local waterways.
